I think in retail is the same. I don't do raid so i don't know but if you are farming mog and and you can get it on all difficulties it will be x10 easier to get it instead of buying it form the VP Shop.

This is from the new change log: While Bladestorm (Arms) is active, autoattack damage and mastery proc shouldn't increase. I don't understand what does it mean but probably it means something. -
