Download normal text editor like Notepad++. Find `macros-cache.txt` in WTF/Account\YOUR_ACCOUNT_NAME. Open this file by notepad++ and change encoding. Dont forget change encoding in other files if you need macroses for character.

I don't think it will help. But in any case, the new launcher will completely redownload the Data folder if you delete it. Most likely, you have the wrong encoding in the macros-cache.txt file. It should be UTF8. I think you have ANSI.
