When I was a 3.3.5. admin we had those announcers and...well...from there and on it's only downhill. It'll be needed attention to the chat by all members of the staff(which we currently lack) and ban not just their IP(which can be changed by simply reseting the router), but their accounts too. Anyway, the punishment is left to Bukarasik/Kykna to decide.

It's still bypassable, but it makes the life of the announcers harder.

Meh, I usually keep a screenshot of some plebs, and when I'm bored I just come here to report. I'm also doing it on bug tracker section.
