No , Why not ? Cause they are not moderators and yes that what you are doing is Moderating. There's a difference when you say "It is declined" and when someone says "It is getting declined" Learn English before you start pointing things out.

Isn't moderating. It's like an advice. Moderating is when some user makes a decision (rejecting of a topic) or makes a remark as moderator/GM.
