Just a friendly advice, if you want your reports getting taken seriously, fill the right format, and make constructive arguments. Being angry in the report and being provocative, the administrator won't help you, but the reverse. You're totally right, they need to be punished for ruining the fun of other people, but if you're not being polite while reporting, you, an innocent player, can get punished too.

Many players have dynamic IP, it does not help.
