Does PVP Power WORK?

I want 100% answer does the pvp power work because i feel like pve gear is better if the pvp power doesn't work. But i want %100 sure answer.

What I heard is that it works in the PvP instances such as BGs and Arenas. But I guess they fixed it.

PvP Power works, but PvP resi doesn't. Every is capped at 80% even with tyran gear.

Resil is determined by trinkets. 77%>80%
