Blindside has only 20% proc chance

You realise this could simply be an RNG (Random Number generator) where you have gotten bad luck. The only way to check this is if the proc is severely broken i.e 1 proc every 100, or simply check the code :(

or do 1000 mutilates on the test dummy and see if it's within the 250-350 range

From 100 you can not be sure that you will get 30. It's 30% so it's luck just as dotadoom said you have to do a bit more.

Any testing done on a single spell that triggers procs should be done in the thousands. Hitting a target 100 times isn't testing.

 

30% chance on hit means every time you hit, you have a 30% chance of proccing. But you can hit it 1000 times and not see the proc, wich means the proc chance % isn't faulty, it's just % based.

 

If you want to perform a conclusive test, make 3 sessions with 5k hits each. Then compare them and ONLY then you can start jumping to conclusions.
