I found a proof from 5.4. It's not 5.4.8, but still, there was no changes with this spell during 5.4 - 5.4.8 patches.

No, thanks. I have all these formulas. And actually i found the reason, why fists of fury damage is wrong. There should be * 7.5 * 0.89 (or just 6.675) multiplier in formula, while on our server it's only * 7.5. As result, we have ~12-13% increased damage.

Rising sun kick and tiger strikes damage is fine. About Chi wave and fists of fury, yes, damage of these spells is higher than should.
