A .lock file is generated while your launcher is downloading the patch as it is not yet complete and should disappear once this has completed. They're more or less placeholder files. The main files get locked for writing so some other instance of the program doesn't try to edit it while the first one works on it. You can try to delete cache file.

If you're on my thread in report player, be useful. This report has been made because of the Game Master might've missunderstood the term of the violation, because there's 2 seperate rules which goes into 1 violation but been devided disregarded.

This isn't bugged. Working as intended. If it would heal when you're full hp, it would just consume the buff, and heal you 15% when you're 100% making the effect completely useless.

This can't be confirmed that it's server-side, it can possibly be your connection, client, cache etc preventing you to load up. Corrupted files maybe?
