Ehh from what I was seeing on my shaman ( I do not know if it is 100% true ) but http://wow.gamepedia.com/Mastery:_Elemental_Overload seems to be proccing 4 set as well summoning the elementals now I do not know if it is meant to I will check on patch notes and what not but I summoned 2 elementals from 1 chain lightning cast. My other theory was "Echo of the elements" which duplicates the spell.
