There is already an anti-hack system in pandawow but I think it doesn't detect hackers inside BG's/arenas (cross realm) -

Since they have rating reset option at website they won't do it free for you. Just vote daily and you will get the points you need :D

In the first screenshot you used painting (red color) and you cutted the second screenshot. Follow my advice and provide non edited screenshots otherwise a moderator will close your report again.
