Not expert with hacks but I think when you're mounted and you're using hacking programms you can't run or fly faster you just move with the mount you're on correct? Maybe he lagged or it's just a visual bug

Name, realm and screen shots are there. Those 3 are the most important for the report description isn't necessary in this report I think since violation is obvious.
