If they punished violators who used paralisys half sever would be banned. Also, my personal opinion is that they don't have to ban people for "Bug abuse" since it's server side issue and many players aren't aware of the bugs unless if the bug abuse is serious for example crashing the server.

There is already an anti-hack system in pandawow but I think it doesn't detect hackers inside BG's/arenas (cross realm)

Since they have rating reset option at website they won't do it free for you. Just vote daily and you will get the points you need :D
