You can find the "paladin glyph npc" at Ironforge and at Stormwind as well. If you want tell me your char name and I will try to catch you online or simply ask someone at english chat (/join english) to show you where is the NPC exactly because it's pretty hard to explain via forums. If they punished violators who used paralisys half sever would be banned. Also, my personal opinion is that they don't have to ban people for "Bug abuse" since it's server side issue and many players aren't aware of the bugs unless if the bug abuse is serious for example crashing the server.

There is already an anti-hack system in pandawow but I think it doesn't detect hackers inside BG's/arenas (cross realm)
