Our policy is to not refund items which got obtained in-game. Also, this mount as you can read in its description is usable only in halloween that's why you couldn't use it. Closed

For future reports please follow the format. Those evidences doesn't prove much because he could be bugged in the sky so next time please record the player so we can be sure about it. Although, the player is already banned for another violation.

I can't know if this player is leaving in each game as you mentioned in your format and sadly I can't check his arena logs in solo 3v3 queue through website since it's still not implemented.
