As I understand, this only happens at cross realm so I doubt it's launcher's issue. Did you notice if you're experiencing this problem with all of your character or just with a specific one?

Same thing happens if you return those items or just delete them without redeeming them?

If you haven't logged in for more than 2 years probably your characters are deleted due to inactivity so there is no need to restore your account. Also, keep in mind that if you obtained this achievement with a different character or some of your other characters already received those items it's impossible to have them on this character as well.
