Hello, how come your DK to not have this ability? All DKs that are leveling up is necessary to take specific quests so they can move on and level up. The quest was never completed on this character? The process is that you need to go back to the Heart of Acherus, take the quest "The Emlazoned Runeblade" and receive the item [battle-Worn Sword]. Then all you got to do is to walk like 10 yards away until the "Runeforge", open your bag and right click on the sword. Wait until it gets runeforged (10 seconds) and the item will be converted to [Runebladed Sword], after that you just complete the quest and you should have Runeforging. Your character is summoned, let me know if the issue still persists.

If you are on x100 or x5 realm you will have to go at the northeast side of Stormwind (left island near to "The Dwarven District") and use the portal from there.
