Evade system is there to prevent players from taking World Bosses away from their encounter arenas, if we disable it that will cause other problems. Need to think of a better solution.

Problem here was that creatures in Passive React State - when it has no active target (https://db.pandawow.me?npc=71543/%D0%B3%D0%BB%D1%83%D0%B1%D0%B8%D0%BD%D0%B8%D0%B9 after Split Phase, https://db.pandawow.me?npc=71865/%D0%B3%D0%B0%D1%80%D1%80%D0%BE%D1%88-%D0%B0%D0%B4%D1%81%D0%BA%D0%B8%D0%B9-%D0%BA%D1%80%D0%B8%D0%BA during his phase transitions) did not react to any taunt effects.

Damage done by each spell in Scorpion Form will now be calculated from player's stats (Melee Attack Power, Range Attack Power or Spell Power), special thanks to pelia for help.
